Scott James Rocky spent more than 17 years working for U.S. Customs and Border Protection.
Then federal investigators traced child sexual abuse material being distributed online back to his IP address.
The FBI arrested Rocky in May 2025 after investigators monitoring peer-to-peer file-sharing software identified his connection downloading and sharing hundreds of files depicting the sexual abuse of children.
When investigators examined his computer, they found even more.
A forensic review uncovered more than 500 saved files of child sexual abuse material, along with evidence that Rocky had attempted to hide or delete the material.
Rocky ultimately pleaded guilty in November 2025 to one federal count of distribution of child pornography, the statutory name of the offense. A separate possession charge was dismissed as part of the plea agreement.
On May 21, 2026, a federal judge sentenced Rocky to six years in federal prison.
He was 58 years old at the time of the case and had spent nearly two decades working for a federal law-enforcement agency.
And once again, the terminology can obscure what these files actually represent.
They weren't “porn.” They were recordings and images of real children being sexually abused. Scott Rocky downloaded them, saved them, shared them, and then tried to hide the evidence.
