Roy Eugene Ramey III was a detention officer at Estrella Jail, a women’s jail in Phoenix, Arizona.
Between June and August 2016, Ramey engaged in unlawful sexual contact with a woman incarcerated at the facility.
Investigators said Ramey repeatedly removed her from her cell under the guise of “medical appointments,” took her to a private room, and sexually abused her. He also entered her cell to assault her on other occasions.
She was incarcerated.
He was the officer controlling her movement.
There was no equal balance of power here.
Ramey was arrested and later pleaded guilty to unlawful sexual conduct and attempted unlawful sexual conduct.
In 2017, he was sentenced to one year in prison, followed by 10 years of supervised probation.
The Arizona Attorney General’s Office described the case as involving the “calculated exploitation of a vulnerable individual.”
He was entrusted with the custody of a woman whose freedom was already controlled by the state.
He used that control to sexually abuse her.
