FCI Dublin Warden Ray J. Garcia Sexually Abused Women in His Prison

Ray J. Garcia wasn't just another correctional officer at FCI Dublin.

He was the warden.

The man responsible for overseeing the federal women's prison became the highest-ranking federal prison official convicted in the sexual abuse scandal that engulfed the facility.

In 2022, a federal jury convicted Garcia on eight criminal counts involving three incarcerated women, including sexual contact with a person in custody, abusive sexual contact, and making false statements.

Prosecutors also presented evidence that investigators discovered hundreds of sexually explicit and nude photographs of incarcerated women on Garcia's government-issued phone.

In March 2023, Garcia was sentenced to 70 months in federal prison, followed by 15 years of supervised release. He was also ordered to register as a sex offender and pay restitution.

This wasn't simply one employee violating prison rules.

This was the warden.

The person at the top of the institution. The person responsible for the safety of everyone incarcerated beneath him.

FCI Dublin eventually became so synonymous with staff sexual abuse that it was widely known as the "rape club." The scandal resulted in prosecutions of multiple employees and contributed to the federal government's decision to close the prison in 2024.

The women were locked inside.

The man running the prison was one of the men abusing them.
