Federal Prison Officer Ross Klinger Sexually Abused Women in His Custody

Ross Klinger was a correctional officer at FCI Dublin, the federal women’s prison in California that became notorious for widespread sexual abuse by staff.

Between April and October 2020, Klinger repeatedly engaged in sexual activity with women incarcerated at the prison.

According to federal prosecutors, Klinger cultivated relationships with incarcerated women, told them he loved them, promised to marry them, and provided money and gifts to them and their families.

These women were in federal custody.

Klinger was one of the people controlling that custody.

He was convicted of sexual abuse of a ward.

In January 2024, Klinger was sentenced to one year of home confinement and five years of supervised release.

No prison.

Klinger later cooperated with federal investigators and testified against other FCI Dublin employees, including former prison chaplain James Highhouse and former warden Ray J. Garcia.

His cooperation helped expose a much larger culture of abuse inside a facility that became known as the “rape club.”

That cooperation belongs in the record.

So does this:

A federal correctional officer sexually abused incarcerated women under his authority, was convicted, and never spent a day in prison for it.
