ICE Official Frank Figueroa Exposed Himself to a 16-Year-Old Girl. He Got Probation.

Frank Figueroa wasn't a rookie federal officer.

He was a 30-year veteran of federal customs and immigration enforcement who rose to become Special Agent-in-Charge of ICE operations across Central and North Florida.

He had also overseen Operation Predator, a federal initiative targeting foreign nationals convicted of child sexual exploitation and other sex crimes.

Then, on October 25, 2005, Orlando police arrested Figueroa at the Mall at Millenia.

Surveillance cameras captured him exposing and fondling himself in front of a 16-year-old girl in the food court.

In April 2006, Figueroa pleaded no contest to misdemeanor charges of exposure of sexual organs and disorderly conduct.

The judge withheld adjudication of guilt and sentenced him to one year of probation, 200 hours of community service, and psychological evaluation.

No prison.

After his arrest, ICE placed Figueroa on administrative leave. The agency eventually severed ties with him, but because he had completed 30 years of federal service, he was allowed to retire and keep his federal pension.

The hypocrisy here is difficult to fucking miss.

Frank Figueroa helped oversee a federal operation targeting people convicted of sexually exploiting children. Then cameras caught him exposing himself to a 16-year-old girl. He got probation and retired with his pension.
