San Antonio Cop Jackie Neal Sexually Abused a 19-Year-Old Woman in His Custody. He Got 14 Months.

San Antonio Police Officer Jackie Neal Raped a 19-Year-Old Woman in the Back of His Patrol Car

Jackie Len Neal was an 11-year veteran of the San Antonio Police Department when he pulled over a 19-year-old woman in November 2013.

Police said Neal accused her vehicle of being stolen.

The woman showed him proof that she had purchased it.

He handcuffed her anyway.

According to the criminal case, Neal then subjected her to an improper search, placed her in the back of his patrol SUV, and raped her.

She reported him immediately.

Neal was arrested the following day and later fired from the San Antonio Police Department.

He initially faced an aggravated sexual assault charge, but in November 2015 he accepted a plea agreement.

Neal pleaded no contest to the lesser offense of improper sexual activity with a person in custody.

He was sentenced to 14 months in state jail, ordered to pay a $5,000 fine, and permanently surrendered his Texas peace officer license.

The woman also pursued a civil case against Neal and ultimately received a $2.1 million judgment.

The plea bargain changed the crime Neal was ultimately convicted of. It doesn't change the fundamental abuse of authority at the center of the case.

He pulled over a 19-year-old woman. She proved the car was hers. He handcuffed her anyway, put her in the back of his police vehicle, and sexually violated her while she was in his custody.
