Raymond Jamar Brooks Accused of Trafficking Women and Minors Across Multiple States as Police Search for More Survivors

Raymond Jamar Brooks Accused of Running a Multi-State Sex Trafficking Operation Involving Women and Children

Raymond Jamar Brooks, 32, of Antioch, California, was arrested in September 2026 after investigators accused him of operating a human and sex trafficking network spanning multiple states.

According to the Contra Costa County District Attorney's Office, Brooks allegedly used force, fraud, and coercion to compel adult women and minors into commercial sex acts.

Investigators have already identified several survivors, but authorities believe there may be more.

The investigation has extended beyond California into other states, including Oregon, where the Portland Police Bureau has issued a public appeal for additional survivors.

Brooks is being held at the Martinez Detention Facility on $1 million bail.

The charges remain pending, and he has not been convicted.

Authorities are asking anyone who may have been victimized by Brooks, or who has information about the alleged trafficking operation, to come forward.

Survivors can contact lead investigator Ann Shiraishi at 925-917-6857 or submit anonymous information at 925-957-8658.

Confidential, trauma-informed support is also available for anyone affected.

Several women and children have already been identified as possible survivors. Investigators believe others may still be out there.

Human trafficking isn't always someone being dragged into a van. Sometimes it's manipulation, threats, dependence, and coercion that leave people feeling like they have no way out.

And the people who survive it deserve to be heard, believed enough to be taken seriously, and protected while the evidence is investigated.
